									<p>The Federal Government has said it will allow applicants for the Federal HomeBuilder grant scheme a further three months, from March 2021 to June 2021, to commence construction.  This comes one month after the WA state government announced a six-month extension of the deadline for when construction can begin on new home builds, from June 2021 to December 2021, giving more people access to the <strong><a href="https://www.spiresbaldivis.com.au/20000-building-bonus-grants-for-contracts-signed-before-december-2020/">$20,000 WA Building Bonus Grant.</a></strong></p><p>The $25,000 government HomeBuilder grants are available for new home builds where the combined house and land value does not exceed $750,000. The grant is also available for renovations and knock-down rebuilds worth between $150,000 and $750,000, as long as the property&#8217;s existing value does not exceed $1.5 million. There are also income caps for the individual or couple applying. WA Premier Mark McGowan said it was great to see the incentives boosting activity in the industry.</p><p>“The Building Bonus in particular has created a surge of activity and the benefits are flowing through to WA workers on building sites across the state,&#8221; he said. Treasurer Ben Wyatt said &#8220;The latest figures for our Building Bonus and First Home Owner Grants and for Keystart loans demonstrate demand for building a home and buying an established home are at levels not seen in years&#8221;.</p><p>So far, the HomeBuilder extension has been well received by industry, with Master Builders Association of WA executive director John Gelavis calling the announcement great news for businesses throughout the sector. Housing Industry Association executive director Cath Hart called the move ‘a common sense decision’ while also praising Mr McGowan&#8217;s support for a further extension to HomeBuilder to align with the WA Building Bonus. “This would mean that consumers have twelve months to start under both schemes and would reduce confusion among consumers and eliminate some of the pressure,&#8221; she said. &#8220;HIA will continue making the case to the Federal Government on the need to align the start times for the schemes.&#8221;</p><p>With these new extensions in mind and land sales now 10 times greater than they were at the same time last year, what better time to find the perfect piece of land. 										<content:encoded><![CDATA[<p>Did you hear the news &#8211; on the 20<sup>th</sup> October WA Premier Mark McGowan announced that the deadline for when construction can begin on new home builds, has been extended by six months to December 31, 2021, giving more people access to the $20,000 WA Building Bonus Grant.</p>
<p>The $20,000 Building Bonus grant is for any Western Australian to build a new house or purchase a property in a single-tier development already under construction.</p>
<p>The grant is not means tested and has no cap on the property value.  This grant is on top of the Federal Government’s HomeBuilder Grants as well as the WA’s First Home Owner Grants and first home buyer duty concession.</p>
<p>The grant was originally implemented from 4<sup>th</sup> June 2020 until 31 December 2020, with construction on the building contract required to commence within the 6 month period. By extending the construction deadline date, it is expected that thousands more people will now be able to sign up to home building contracts and receive the grant.</p>
<p>Mr McGowan said $147 million had already been allocated to the scheme and its extension would cost an additional $65 million.</p>
<p>&#8220;It&#8217;s a big commitment by the State Government towards this program but it is ensuring that billions of dollars of housing constructions is undertaken, tradies are kept employed, businesses keep operating, apprentices (are) being engaged,&#8221; he said.</p>
<p>The Premier said many builders had closed their books and stopped taking on new clients because of the June commencement date, and the extension would allow them to take on more jobs and create a pipeline of work until 2022.</p>
<p>He said the State Government had also asked the Commonwealth to extend its <a href="https://www.abc.net.au/news/2020-06-03/government-coronavirus-construction-stimulus-renovations-25k/12317786">$25,000 home building and renovation grant, introduced around the same time</a></p>
<p>Housing Industry Association (HIA WA) executive director Cath Hart said the extension was a &#8220;win for consumers, jobs and WA&#8217;s economic recovery&#8221;.</p>
<p>&#8220;It&#8217;s a really sensible move that will smooth out the workflow,&#8221; she said.  &#8220;The benefit is really around having a much more sustainable pipeline of work. We were looking at having to get all those slabs on the ground really quickly, but what this will mean is that construction activity can extend right into 2022.&#8221;</p>
<p>According to the HIA, WA new homes sales increased by 211 per cent between May and June this year following the announcement of both federal and state grants.</p>

										<content:encoded><![CDATA[<p>According to the Housing Industry Association (HIA), Western Australia is leading the country in new home sales, up 91.1% in the first half of this year.</p>
<p>The HIA’s latest New Home Sales report found WA’s new home sales figures had increased more than anywhere else in Australia over the past three months, as well as over the past six months.</p>
<p>“The latest data shows a 175 per cent increase in WA’s new home sales over the three months since HomeBuilder and the Building Bonus were announced in early June,” HIA WA executive director Cath Hart said.</p>
<p>“WA saw an initial spike of 211 per cent in new home sales in June which moderated in July to 17 per cent, before increasing by 11.4 per cent in August.”</p>
<p>While the surge in new homes was welcomed by industry, Ms Hart said she was concerned consumers could miss out on their grants.</p>
<p>“We’re going from an historic low to an historic high, and the grants require builders to commence work on-site quickly despite challenges in terms of titled land and labour,” Ms Hart said.</p>
<p>“This spike of more than 175 per cent compared to the previous quarter has created challenges in securing titled land and labour given both building schemes were launched when WA was at a 20-year low in sales activity”</p>
<p>The industry is now calling for the Government to extend timeframes to allow for land developers to be given until 30 June 2021 to title lots, as well as giving builders six months to commence after lots are titled.</p>
<p>This is an important longer-term view ensuring a stable and sustainable pipeline of activity, plus the right mix of skills to deliver, as the state’s home building industry will eventually transition back to normalised averages.</p>
<p>Government grants are still available to help buyers get into the market, with up to $69,440 available to those that qualify.  First Home Owner Grants of $10,000, the Federal Home Builder Grant of $25,000, Western Australian Building Bonus Grant of $20,000 as well as state Off-the-plan Duty Rebates.</p>

										<content:encoded><![CDATA[<p>According to the Housing Industry Association (HIA) the number of loans to owner-occupiers for the purchase of residential land in WA increased 110% between July 2019 and July 2020.</p>
<p>These housing finance figures reveal lending across Australia for construction of a new home reaching the highest level recorded in 2 years, with finance approvals for the purchase of a block of land now 69.9% higher than in the same month last year.</p>
<p>HIA chief economist Tim Reardon said there had been a tangible improvement in sentiment and confidence in the housing market.</p>
<p>“Most significant, today ’s data shows that there has been a 30 per cent increase in the number of loans issued for the purchase of residential land for the second month in a row,” Mr Reardon said.</p>
<p>“This is the first indication of the impact of HomeBuilder. One of the early decision making stages of building a new home is the purchase of a suitable block of land.”</p>
<p>“The surge in land sales should see a recovery in the number of slabs being poured as early as the December quarter, as customers proceed through the process to design and construct a new home. This will protect employment in the residential building industry and across the economy into 2021.”</p>
<p>But with this surge in lending, there is a huge demand on available land to begin building before the end of the HomeBuilder grant in December 2020. The building and construction industry is calling on the federal government to extend its HomeBuilder grants program for another year to help the sector through the impact of the coronavirus.</p>
<p>Master Builders Australia (MBA) claims the scheme announced in June has been “the most effective government stimulus measure in a decade”.</p>
<p>MBA Chief Executive Denita Warn added “HomeBuilder should be extended for 12 months in the federal budget to help maintain a pipeline of work and be a lifeline for builders and tradies.”</p>
<p>“Our latest forecasts estimate that HomeBuilder is likely to boost new home building commencements by almost 10,000 during 2020-21” she said.</p>

<p>Urban Development Institute of Australia WA (UDIA WA) conducts extensive surveys of the major land developers in Perth to create land market data. Their recent surveys found Perth achieved 3,322 new lot sales during the June 2020 quarter, the highest quarterly land sales on record since the institute started recording in the 1990’s.</p>
<p>UDIA WA chief executive Tanya Steinbeck said that “while demand has surged, average prices for new land have remained relatively steady at $226,400. Comparative to other capital cities in Australia, Perth remains an affordable and stable option for those looking to enter the market.&#8221;</p>
<p>UDIA WA’s survey found there were approximately 7,500 new lots either on the market or under construction, which is good news for buyers, given there has been an influx on demand for properties.</p>
<p>“The good news is there is still a decent level of supply either on the market or under construction to meet continued demand.&#8221; Ms Steinbeck said.</p>
<p>Now is the time to buy, with Government grants available to help buyers get into the market, with up to $69,440 available to those that qualify. First Home Owner Grants of $10,000, the Federal Home Builder Grant of $25,000, Western Australian Building Bonus Grant of $20,000 as well as state Off-the-plan Duty Rebates.</p>

										<content:encoded><![CDATA[<p>I&#8217;ve been hearing about this $20,000 Building Bonus Grant on offer until December 2020, and decided to find out the facts, because if you&#8217;re anything like me, $20K sounds like a great deal! Back in early June, Premier Mark McGowan, announced that in an effort to support and maintain our building and construction industry throughout the economic challenges of the COVID-19 pandemic, the WA Government would be introducing &#8220;$20,000 Building Bonus grants for any Western Australia to build a new house or purchase a property in a single-tier development already under construction&#8221;. &#8220;The grants will not be means tested and have no cap on the property value. This grant is on top of the Federal Government&#8217;s HomeBuilder Grants as well as the WA&#8217;s First Home Owner Grants and first home buyer duty concession.&#8221; What does this mean, well if you are a person who qualifies for all four grants, you could access up to $69,440 in Government assistance to help you build your dream first home! These grants are being implemented for contracts signed between 4 June 2020 and 31 December 2020. The hope is that by doing this, the Government will help get as many new projects off the ground and will help keep as many WA jobs intact as possible. Construction on the building contract must start within the 6 months, which is different from the Federal Government HomeBuilder Grant which requires construction to start within 3 months. You can even access this grant when you sign a building contract on a property you already own. The grants and rebate schemes are available for owner-occupiers and investors, Australian-citizens and foreign persons, and natural persons, corporations and trustees. You do not need to be living in WA to access the grant.</p>
<h3>When can you apply for this grant?</h3>
<p>For a new home on vacant land (new detached dwelling) &#8211; apply when construction has started (foundations complete). For new single-tiered dwellings such as villas and townhouses &#8211; apply when you are the owner of the property (registered on the certificate of title).</p>
<h3>What properties are eligible for the grant?</h3>
<ul>
<li>New detached homes constructed under a building contract</li>

<h3>What properties DON&#8217;T qualify for the grant?</h3>
<ul>
<li>Properties in multi-tiered developments such as an apartment tower. These properties may qualify for an off-the-plan duty rebate.</li>
<li>Mixed use and commercial property</li>
<li>Short stay accommodation</li>
<li>New constructions where there is already a home on the land, for example, adding a granny flat to the backyard of the person&#8217;s home</li>
<li>Refurbished property and developments, including where the original property is extended or renovated. Substantial renovations may qualify for the Commonwealth Government&#8217;s HomeBuilder scheme.</li>
<li>A building contract or contract for the purchase of property that the Commissioner is satisfied was cancelled to allow a new contract to be made for the purpose of qualifying for the grant</li>
<li>Completed dwellings (existing stock) held by the developer or another person</li>

										<content:encoded><![CDATA[<p>House price rise is on the cards says WA Premier Mark McGowan, as economy and confidence keeps improving.</p>
<p>Mr McGowan tipped a turnaround in the long-declining property market and a jolt to stagnant wages would follow hot on the heels of renewed business investment.</p>
<p>&#8220;It is actually a good time to buy (a house),&#8221; he said. I would encourage people. Prices are low, yet economic activity is picking up and so that will inevitably be followed by (demand for) housing.</p>
<p>Exactly one year after The Sunday Times heralded early signs of life for WA&#8217;s stagnant economy, the results are in — and they are conclusive.</p>
<p>Data released on Friday showed the State&#8217;s domestic economy expanded 1.1 per cent in 2017-18, a remarkable turnaround after plummeting 7.1 per cent in 2016-17 and four consecutive years of decline.</p>
<p>Nearly every month this year has brought news of renewed activity in the mining sector.</p>
<p>Rio Tinto, Fortescue Metals Group and BHP have all announced new workforce-hungry iron ore projects and the State now boasts seven lithium mines, with a second $1 billion lithium processing plant on the way near Bunbury.</p>

<h3>How will the $56million be spent?</h3>

Four ovals and new junior and senior sports pavilions</li>
<li><b>Outdoor Sports Centre &#8211; $8m</b><br />
Development of a range of hard courts and associated infrastructure</li>
<li><b>Indoor Sports Complex &#8211; $18m</b><br />
Development of a range of indoor sports and recreation facilities</li>
<li><b>Youth Recreation and Fitness Space &#8211; $2m</b><br />
Dedicated facility for young people and the community to recreate and keep fit</li>
<li><b>Specialised Centre* &#8211; $8m</b><br />
Development of cycling track and pavilion</li>

<p>* Note: The development of a specialised centre for cycling is shown within the City&#8217;s 2017-2027 Community Infrastructure Plan as a final stage of the Baldivis District Sporting Complex project.</p>

<h3>Located only 6km from Paramount Private Estate Baldivis.</h3>
<p>The new Baldivis District Sporting Complex will be located at the corner of <a title="" href="https://goo.gl/maps/JADQ9c7Trh92" target="_blank" rel="noopener noreferrer">Eighty Road and Kendall Boulevarde, Baldivis</a>.</p>
<p>There will be three entry points, with the main entry being via a new roundabout that will be built at Kendall Boulevard and the other two being slip roads into the complex.</p>
<p>Paramount residents will be a short 7min drive from the new Baldivis District Sporting Complex, or they can take the 564, 566 or 567 bus.</p>
<h3>How will the project benefit the community?</h3>
<p>The district level sporting and recreation reserve will service residents of Baldivis (north and south) and will provide for district and regional level competitions for the Rockingham population in general.</p>
<p>Estimated jobs will the project create:</p>
<ul>
<li>Construction phase (stage 1) &#8211; 744 jobs</li>
<li>Overall project &#8211; 2,000 jobs</li>
<li>Ongoing: 30-50 ongoing full and part-time jobs</li>
</ul>

<h3>When will the project be delivered?</h3>
<p>The new Baldivis District Sporting Complex will be delivered in a few stages from 2021/22, with the 2022/23 financial year being the year that every stage officially opens to the public.</p>
<p>This means if you purchase land at Paramount in the next year or so, you will be perfectly placed to take advantage of this fantastic new facility.</p>
